Panaji: Chief Minister Pramod Sawant on Sunday justified a sequence of election marketing campaign conferences organised by the Bharatiya Janata Get together (BJP) forward of the March 22 Zilla Panchayat polls, saying solely migrants and foreigners pose threat of spreading coronavirus.
